Updated S182 Guidance Issued
2025
It has been a busy time on the policy front with the issue of the initial new National Licensing Policy Framework for the hospitality and leisure sectors followed this week by an update to the S182 Guidance on the 26th of November 2025.
Is this the start of things to come…so what has changed .Unfortunately the Home Office has provided no specific information on that November 2026 changes, and to be honest you have to have a really good look at the Guidance to spot the change. Despite indications from various sources as to a number of amendments ,most of these were in the updated version issued in February.
However, our eagle eyed team spotted a significant change which clearly flows from the National Licensing Policy Framework re base on approach and language in the conversations going forward.
1.18 - When making licensing decisions, all licensing authorities should consider the need to promote growth and deliver economic benefit
As we go into 2026 it will be interesting to see if this one little sentence impacts the decsion making of licensing committees.
