Liverpool Consult on Removal of Late Night Levy

Liverpool commenced Consultation on Monday (3rd October) on whether to amend the Late-Night Levy Scheme which has been in place in its current format across the city since April 2017.  We have recently reported how Nottingham has voted to bring their scheme to an end entirely.   

The amount of the levy is set by the government and is a yearly amount between £299 and £4,440 depending on the rateable value of the premises and their actual use.  The current Liverpool scheme impacts premises licences or club premises certificates that supply alcohol between 00:00 and 06:00 on one or more days in a year (i.e. New Years Eve).

Premises liable to pay the Business Improvement District (BID) levy were also exempt. 

The Liverpool Consultation will run to 28th October and will include a number of focus groups including once for the Licensed trade which will take place between 2 pm – 4 pm on 26th October. 

The online survey, which forms the basis of the consultation, concludes with three defined options for participants:

  • The late-night levy should be scrapped
  • The late-night levy should be maintained as it is
  • The late-night levy should be amended to include:
    • Reducing the late-night supply period (currently, the maximum period allowed of Midnight – 06.00 hours)
    • Add to or reduce the current categories of exemptions (currently the “New Year’s Day” exemption and the “Business Improvement District” exemption)

Any changes to the scheme, including potentially scrapping the scheme, will take effect on 1st April 2023.
