Scotland - Personal Licence Refresher Training - Revocations

Over the last two year JG&P have reported on the Scottish Personal Licence requirement’s in respect of Refresher training and the requirement to notify the relevant Board. Despite similar warnings from a number of different sources many Personal Licence holders failed to meet these obligations and forfeited their licences as a result. Reports estimated up to 10,000 people faced forfeiture.

The sting in the tail was that persons who suffered forfeiture for these failings were barred from reapplying for a licence for 5 years.

On 4th August 2015, the  Air Weapons and Licensing (Scotland) Act 2015 received Royal Assent becoming law. Amongst the various provisions was the removal of the 5 year ban. Although the revocations invoked by the various Boards remain, unfortunate former licensees are now at liberty to reapply for a licence immediately and are not required to wait 5 years, subject to the completion of refresher training and notification to the relevant Board.

This will come as a great relief to many.
