Sheffield City Council Consultation on CIP to end on 13th December 2017

A consultation survey, opened to gain views on options for The Devonshire Green/West Street area of Sheffield is to close on the 13th December 2017.

The survey by Sheffield City Council is part of  “ongoing plans to improve the area, and to tackle concerns expressed by local residents and health and welfare groups that too many licenced premises are contributing to more crime and anti-social behaviour”.

You will be aware of our previous news items on the use of a CIP (Cumulative Impact Policy) which can be incorporated into Local Licensing authorities statements of policy for an area.

A CIP can create an presumption that new licences to sell alcohol, in the designated zone, will be refused, unless the applicant can show that they will not add to existing problems, i.e the “cumulative Impact” of the licences already in existence.

Sheffield City Council are requesting the data from a  survey in order to determine whether;

  • There is a link between the number and mix of licensed premises in the neighbourhood and the problems people might encounter.
  • If a Cumulative Impact Policy (CIP) for licensed premises should be applied to the West Street/Devonshire Green area.
  • What other measures should be considered.
