Community and Ancillary Sellers Notice consultation launched

The Government announced its intention to introduce a ‘Community and Ancillary Sellers Notice' (CAN) in its ‘Next steps' document in July 2013.
The CAN - if introduced - will allow particular low-risk businesses and community groups to sell a small amount of alcohol, while providing appropriate, light-touch controls. This new authorisation under the Licensing Act 2003 has been introduced in the Deregulation Bill, which is currently being considered by Parliament. A short consultation has just been launched by the Government which asks for views on the details that will be set out in regulations.
The responses to the consultation will inform the development of those regulations and how the policy will work in practice.
The CAN will be a ‘new authorisation under the Licensing Act 2003 that will benefit community groups and particular small businesses (such as bed and breakfast providers) who wish to sell limited amounts of alcohol as part of a wider service'.
