Bath - Alcohol Harm Scrutiny Day

Across the country we see  some Licensing Authorities ‘rushing’ into EMRO and Late Night Levy consultations, some of which have been found to be unsubstantiated by evidence and most are breaking down the long standing relationships which exist between the licensed trade and those who administer and enforce the surrounding legislation.

It is refreshing to see Bath and North East Somerset Council adopting a different approach.

On 10 October 2013 they will host a scrutiny enquiry day to allow Councillors to examine existing evidence and hear from officers and stakeholders on works which may prevent and reduce the impact of the misuse of alcohol. The Councillors will consider the use of new powers being introduced through the Government’s Alcohol Strategy along with their own local strategy and potential changes to the local policy.

Councillor Lisa Brett, Vice Chairman of the Planning, Transport and Environment Policy Development and Scrutiny Panel stated:

“We will take stock of what has been done in areas such as Health, Children, Community Safety and Licensing. The aim of the work is about balancing the risk between responsible drinking and protecting vulnerable people. By holding an enquiry day I hope Councillors and stakeholders can make recommendations in moving our strategies forward in a joined up way”.

Trade participation is therefore fundamental; members of the public must submit written statements for consideration at least five days in advance. Written submissions can be made by email to scrutiny@bathnes.gov.uk. The meeting will be open to the public.
